NO SANCTIONS WHEN EMPLOYING A DISABLED PERSON
17 October 2019

“Encouraging employers to hire people with disabilities is much better done with incentives than with penalties and burdens that are beyond employers’ control. This will not benefit the disabled themselves either.” This is what Jasmina Sarivanova, an expert in the protection of employers’ interests at the Bulgarian Chamber of Commerce (BCC), told BNR.
The General Labor Inspectorate has inspected nearly 900 enterprises in connection with the new requirements, which introduced quotas for hiring people with disabilities in order to promote their employment.
To date, 110 enterprises have contributed BGN 92,244 for 549 jobs, the MTSP reported.
Sarivanova outlined some of the problems faced by employers.
According to her, in the different cities of the country, there may not be suitable disabled people qualified to work in a given enterprise, despite the good will of the employer to employ such a person.
“Things should not be settled in a piecemeal manner, but should be accepted in their entirety. The possibilities for a radical change in medical expertise, in the Law on People with Disabilities and in the regulations for implementation should also be seen,” Sarivanova advises.
According to the expert, there should be an integration of the registers for insured persons, for concluded employment contracts and for issued expert decisions, “because an employer must know what kind of people he hires, because it may turn out that he has fulfilled the quotas for hiring people with disabilities”.
